Terrorist Designations of ISIS Members
The United States continues to cooperate with the Republic of Türkiye to counter ISIS and disrupt ISIS facilitation networks, along with a broad variety of terrorist threats. In that vein, and in coordination with the Republic of Türkiye, the Department of State today is designating ISIS leader Adam Khamirzaev as a Specially Designated Global Terrorist.
Adam Khamirzaev, also known as Adam Islamovych Oliferchik, is the emir of the ISIS Georgia Province. Khamirzaev is being designated pursuant to E.O. 13224, as amended, for being a leader of ISIS.
Additionally, the Department of the Treasury designated three members of an ISIS-linked smuggling network pursuant to E.O. 13224, as amended, for providing support to ISIS.
- Muhammadyusuf Alisher Ogli Mirzoev is an Uzbekistani national involved in work to establish an ISIS-linked “military” training camp in mid-2023. Mirzoev is also being designated by the Government of Türkiye.
- Muhammad Ibrohimjon Niyazov is an Uzbekistani national and a supporter of the ISIS-linked smuggling network. Niyazov has provided administrative and logistics support for ISIS members in Türkiye. Niyazov is also being designated by the Government of Türkiye.
- Olimkhon Makhmudjon Ugli Ismailov is based in Uzbekistan and is a member of the ISIS-linked smuggling network.
These designations were implemented in coordination with the Government of Türkiye, which is concurrently taking domestic action against Khamirzaev and members of this network.
As a consequence of these designations, all property and interests in property that these individuals hold in the United States or that are in possession or control of a U.S. person are blocked. U.S. persons are generally prohibited from conducting business with sanctioned persons. Any U.S. or foreign persons that engage in certain transactions with these individuals may be exposed to sanctions risk, including under secondary sanctions authorities.
Petitioners requesting removal of those designated from the Specially Designated Nationals and Blocked Persons List should refer to the Department of State’s Delisting Guidance page and the Department of the Treasury’s website on the process to submit a request for removal.
