Pavlo Kostyuk: Our Foundation’s experts join the discussion of the draft law “On the Principles of Ukraine’s Recovery”
Work continues on the preparation of the law “On the Principles of Reconstruction of Ukraine” with the involvement of a wide range of stakeholders. The updated text of the document was presented during a meeting of the working group.
According to the founder of the Ukraine Reconstruction Fund, Pavlo Kostyuk, the draft law should take into account the existing experience of rebuilding the country’s infrastructure during the war, as well as all relevant aspects of implementing recovery projects at the international, national and local levels.
The main goal of this draft law, according to the URF experts, is to ensure an effective, transparent and responsible process of Ukraine’s recovery aimed at sustainable economic growth and reduction of human suffering and damage caused by the armed aggression.
“This draft law will help strengthen public oversight of the recovery process and will also encourage greater international cooperation at the level of states, communities and regions,” said Kostyuk.
The future law should define the concept of recovery and define its basic principles and methods of implementation, including a list of objects and subjects of recovery, as well as sources of funding. The document should also provide for the mandatory use of the state digital ecosystem for recovery management, which guarantees transparency and accountability of recovery projects at every stage of their implementation.
